'It <br /> -AR PEN HILLS <br /> CITY OF ARDEN HILLS <br /> COUNTY OF RAMSEY <br /> STATE OF MINNESOTA <br /> RESOLUTION NO. 2022-047 <br /> RESOLUTION APPROVING A CONDITIONAL USE PERMIT <br /> AMENDMENT AND SITE PLAN REVIEW FOR THE SUBJECT <br /> PROPERTY 1411 PAUL KIRKWOLD DRIVE <br /> WHEREAS, City Staff received a land use application for 1411 Paul Kirkwold Drive <br /> ("Subject Property") for a Conditional Use Permit Amendment and Site Plan Review on <br /> September 20, 2022; <br /> WHEREAS, the Subject Property is located in the CC—Civic Center Zoning District and <br /> is guided as Public and Institutional in the Land Use plan; <br /> WHEREAS, a Conditional Use Permit was originally approved in Planning Case#03-008 <br /> to allow the Ramsey County Public Works Facility <br /> WHEREAS, the first of two Conditional Use Permit Amendments was approved in <br /> Planning Case#03-026 allowing expansions of the existing facility including the Ramsey County <br /> Sheriff Patrol Station. <br /> WHEREAS, a Conditional Use Permit is required for installation of fencing with barbs <br /> or spikes and a Site Plan Review is required for reorganization of parking and drive aisles in <br /> Business zoning districts; <br /> WHEREAS, the Applicant is proposing to install security perimeter fencing consisting of <br /> a 6-foot tall decorative metal fencing with spikes along Paul Kirkwold Drive and a 6-foot tall vinyl <br /> coated chain link fence with three strand barbed wire along Highway 96 W as well as two parking <br /> lot additions with a total of 23 stalls. <br /> WHEREAS, the City Council directed Staff to prepare a Land Use Application Public <br /> Policy Notification to notify all property owners within 1000 feet of Subject Property when a <br /> request for the Planning Commission is to occur related to a land use application that does require <br /> a public hearing; <br /> WHEREAS, the City's obligation has been met where the Arden Hills Planning <br /> Commission duly held a public hearing on October 5, 2022.
