ARDEN HILLS CITY COUNCIL—OCTOBER 10, 2022 2 <br /> Kathryn Nelson, 3475 Siems Court, explained she was a 37 year resident of Arden Hills. She <br /> indicated she did not hate roundabouts, but stated she did not believe a roundabout belonged at <br /> County Road E and Old Snelling. She reported she attended a recent open house regarding the <br /> roundabout and she questioned if roundabouts were a safer option. She believed Ramsey County <br /> was proposing a roundabout in order to push more traffic through this intersection. She suggested <br /> the roundabout be held off for several years because she was concerned with how the eight street <br /> lights would impact the surrounding properties. She encouraged the Council to wait to see how <br /> the new trails at the intersection were functioning before they move forward with installing a <br /> roundabout. <br /> 3. Transportation Update <br /> Public Works Director Swearingen reported the Lexington Avenue reconstruction project was <br /> still ongoing with traffic open to one lane both north and southbound. <br /> Councilmember Holden requested further information regarding the culvert Ramsey County was <br /> replacing on Old Snelling and Lake Valentine Road. <br /> Public Works Director Swearingen reported this was a County project and the City had no say <br /> in the timing of this project. He explained City staff was made aware of this project one week <br /> before it started. The project timeline information was then relayed to the school district. <br /> Councilmember Holmes thanked Public Works Director Swearingen for speaking with the <br /> neighbors regarding this project. <br /> Councilmember Holden clarified for the record that the AUAR that was completed for TCAAP <br /> did not study the local and regional roadways. <br /> Community Development Director Jagoe reported that was correct. <br /> Councilmember Holmes asked if staff had heard anything from Ramsey County regarding the <br /> intersection of Highway 96 and US Highway 10. <br /> Public Works Director Swearingen explained he has not received an update from the County <br /> regarding their investigation of this intersection. <br />
