<br /> <br />Page 7 of 10 <br />As confirmed by the City Attorney, a variance from the R-1 District minimum lot depth of <br />130 feet reduced to a mean lot depth of 97.4 feet would be necessary for future development <br />of the Subject Property to occur. <br /> <br />The Applicants have further stated that they are not responsible for the original <br />configuration of the Subject Property which is driving the need for the variances requested. <br />They’ve noted that the request for the driveway access off of Snelling Avenue North is a <br />result of the unsafe conditions that would be created with access off of Ridgewood Road <br />due to the significant elevation difference between the available building pad and the road. <br /> <br />c. Character of Neighborhood. The variance, if granted, will not alter the essential character <br />of the neighborhood. <br /> <br />The Applicants have stated that they have orientated the house and configured the layout <br />of the parcel in a manner that would ensure consistency and compatibility within this <br />neighborhood. <br /> <br />3. Economic Consideration. Economic consideration alone does not constitute a practical <br />difficulty. <br /> <br />The proposed variance is not based on economic consideration. <br /> <br />4. Access to Sunlight. Inadequate access to direct sunlight for solar energy systems shall be <br />considered a practical difficulty. <br /> <br />A solar energy system is not proposed. <br /> <br />Additional Review <br /> <br />Building Official <br />The Building Official has reviewed the plans and has no additional comments at this time. A <br />Building Permit will be required prior to any construction taking place. <br /> <br />Public Works Director/City Engineer <br />The Public Works Director/City Engineer has reviewed the plans and has the following comments <br />which have been included in the draft recommended conditions of approval: <br />• Grading and Erosion Control Permit would be required <br />o As-built required, also showing utilities <br />• RCWD review and approval is required <br />• Two (2) Right-of-Way Permits will be needed <br />o Snelling Avenue N driveway access construction. Through review it will be determined if <br />a full-width patch on Snelling Ave N will be required. Reconstruction of the trail and <br />curb will have to meet ADA standards. Potential conflict with the existing catch basin, <br />driveway may need to be shifted to the South. All patches will have to match existing <br />trail/street pavement section thickness. <br />o Ridgewood Rd utility connections. Full-width patch will be required and must match the <br />existing street pavement section. Inspection will be required and proper backfill material <br />must be approved by Public Works. <br />• Sanitary Sewer Connect Permit required <br />• Water Connect Permit required
