ARDEN HILLS PLANNING COMMISSION – November 9, 2022 13 <br /> <br />Commissioner Jefferys moved, seconded by Commissioner Weber, to table action on <br />Planning Case 22-021 – City of Arden Hills – Zoning Code Amendments – Chapter 13, <br />Design Standards and Tree Preservation to a future Planning Commission meeting to allow <br />staff to come back with further information on the City’s tree fund and to provide data <br />with how this money is spent on a yearly basis. The motion failed 2-5 (Commissioners <br />Blilie, Collins, Mitchell, Wicklund and Chair Vijums opposed). <br /> <br />Commissioner Wicklund moved and Commissioner Collins seconded a motion to <br />recommend approval of Planning Case 22-021 for a Zoning Code Amendments Ordinance <br />2022-007 to Chapter 13 in Section 1325.05 – Design Standards and Section 1325.55 – Tree <br />Preservation of the Arden Hills City Code to add language to revise and update the City’s <br />current tree preservation ordinance to include items, such as, landscaping and further <br />clarify mitigation plan requirements and that those collected fees can be expended for tree <br />and landscape purposes as presented in the November 9, 2022 Report to the Planning <br />Commission. The motion carried 6-1 (Commissioner Weber opposed). <br /> <br />UNFINISHED AND NEW BUSINESS <br /> <br />None. <br /> <br />REPORTS <br /> <br />A. Report from the City Council <br /> <br />Councilmember Holmes provided the Commission with an update from the City Council. She <br />explained the Council would be meeting to discuss the Mounds View High School Trail on <br />Wednesday, November 16. She reported the Council would be holding a Truth-in-Taxation <br />Hearing on Monday, December 12 at 7:00 p.m. She stated the City hired a new Recreational <br />Supervisor and this individually would begin at the end of the month. She was pleased to report <br />the Mounds View High School has all of their parking lot improvements in place. She noted the <br />Council voted to reduce the residential speed limit to 25 miles per hour and this would go into <br />effect in February 2023. <br /> <br />Community Development Director Jagoe updated the Council on the Launch Properties <br />project and noted Panera recently pulled out of this agreement due to the rising cost of <br />construction. She reported Launch Properties was pursuing a new tenant for this space. She then <br />noted the unnamed grocery coming into the Lexington Station 3 property has on a national scale <br />suspended all construction activity of future stores at this time. She understood that the unnamed <br />grocer was still committed to being in Arden Hills, but this project was put on hold. <br /> <br />B. Planning Commission Comments and Requests <br /> <br />Chair Vijums asked when Lexington Avenue would be completed. <br /> <br />Community Development Director Jagoe encouraged residents to visit the Ramsey County <br />project page in order to find this information. <br /> <br />ADJOURN
