November 14, 2022, Regular City Council <br />MOTION: Councilmember Radziei moved and Councilmember Holden seconded a <br />motion to approve the November 14, 2022, Regular City Council meeting <br />minutes as printed. The motion carried (4-0). <br />7. CONSENT CALENDAR <br />A. Motion to Approve Consent Agenda Item - Claims and Payroll <br />B. Motion to Approve Resolution 2022-051 Accepting The Liability Coverage Limits <br />From The League Of Minnesota Cities Insurance Trust (LMCIT) For 2023 <br />C. Motion To Approve Ordinance 2022-007 Amending Chapter 13, Section 1325, <br />Subsections 1325.05 (Design Standards) And 1325.055 (Tree Preservation) And <br />Authorizing Publication Of Summary Ordinance — Planning Case 22-021 <br />D. Motion To Approve Ordinance 2022-008 Amending Chapter 2, Section 210, <br />Subsection 210.03, Subd. 5 Regarding Initial Meeting Of The Year <br />E. Motion To Approve Resolution 2022-052 Decertifying Tax Increment Financing <br />Renewal And Renovation District No. 1-4, Presbyterian Homes <br />F. Motion To Approve Payment No. 4 — T.A. Schifsky & Sons, Inc. — Snelling <br />Avenue North Street And Utility Improvements Project <br />MOTION: Mayor Grant moved and Councilmember Holden seconded a motion to <br />approve the Consent Calendar as presented and to authorize execution of all <br />necessary documents contained therein. The motion carried (4-0). <br />8. PULLED CONSENT ITEMS <br />None. <br />9. PUBLIC HEARINGS <br />A. Quarterly Special Assessments for Delinquent Utilities <br />Finance Director Bauman stated water customers whose accounts are 90 days past due were <br />informed that the City intends to certify delinquent charges to Ramsey County to be collected with <br />property taxes. These customers have the right to a hearing in front of the City Council to discuss <br />this matter prior to certification. <br />
