This is in part due to rising utility <br />fees to help pay for needed infrastructure improvements (see the Capital Improvement Plan <br />section). Fluctuations in the General Fund fees are primarily due to Plan Check Fee revenue <br />associated with building permits. <br />Fines and Forfeitures <br />Fines and forfeitures represent the City's portion of traffic and code violation fees and are <br />collected in the General Fund. When a violation is issued by a City, Sheriff, or State Trooper <br />within the City Limits, a portion of the fee paid to the County is distributed to the City (based on <br />State Statute). <br />In 2011, the City adopted Administrative Fines which are seen for the first time in 2012 <br />revenues. These are fines for violations that are 10 miles per hour (MPH) or under and also <br />rolling stops through stop signs.
