Public Works Director / City Engineer <br />SUBJECT: Mounds View High School Trail project — Right -of -Way acquisition and <br />temporary easement costs <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A $272,085.50 PIR Fund, MSA, Ramsey County <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />• ROW and temporary easement costs for the Mounds View High School Trail <br />Improvements in the amount of $32,700. <br />Background/Discussion <br />On February 8, 2021, the City approved a professional services agreement with SRF Consulting <br />Group, Inc. (SRF) to design "shovel -ready" plans for the proposed trail along Lake Valentine <br />Road and Old Snelling Avenue that connects the existing trail at County Rd E2 to the Mounds <br />View High School. On September 26, 2022, Council approved an amendment with SRF to <br />proceed with Final Design and Construction Services. On November 14, 2022, Council approved <br />an amendment with SRF to proceed with the Right -of -Way acquisition and temporary easements <br />along with approving the estimated ROW costs in the amount of $12,160. <br />The process for Right -of -Way (ROW) acquisition and temporary easement are requirements of <br />State Aid process and construction needs. The primary tasks are land only appraisals, trail <br />easement, review of the appraisals, land title for the parcels, negotiation activities, file <br />preparation, field title and staking of the parcels.
