ARDEN HILLS CITY COUNCIL – JANUARY 9, 2023 22 <br /> <br />sitting Councilmembers to understand the work that had been done on this project. She asked if <br />the Mayor had been contacted by Councilmember Fabel. <br /> <br />Mayor Grant indicated he had never been contacted by Councilmember Fabel. <br /> <br />Councilmember Holden stated she was frustrated by the lies that were being spread. She <br />questioned how Councilmember Fabel heard from a private mediator that the City Council failed <br />to negotiate. She reported this mediator could not speak to a private citizen about a confidential <br />mediation. She explained if this occurred, the mediator should lose his job. She stated that for the <br />record, the City did reach an agreement during mediation. <br /> <br />Councilmember Fabel clarified for the record that he never stated the mediator told him <br />anything. <br /> <br />Councilmember Holden reported this information was disclosed by Councilmember Fabel <br />during the debate. She encouraged him to rewatch the debate. She reiterated that the City Council <br />had reached an agreement with the County during mediation. She explained the proposal was not <br />anything the Council wanted or liked, but the City Council wanted to move the TCAAP forward. <br />She noted the Council accepted the proposal from the County. She asked the City Attorney how <br />long it was before the County changed their mind on this proposal. <br /> <br />City Attorney Jamnik stated he did not recall. <br /> <br />Councilmember Holden indicated the City has had Mayoral Privilege in place for the past 20+ <br />years. She explained she was extremely disappointed with the motion on the table. <br /> <br />Mayor Grant read a section of City Code 220 Sub. 14, which read the Mayor shall appoint a <br />Councilmember to serve as a liaison to each Board, Commission or Committee or other appointed <br />body. He reported he met with each Councilmember in December, including the new <br />Councilmembers, and asked them their preference. He indicated he cannot facilitate everyone <br />getting their preference, but in terms of organization of the City he wants the very best people in <br />the positions that provide positive benefit to the City. He explained this was what he did through <br />his proposed appointments. However, the motion on the table strips him of his ability to make <br />any committee or commission appointments. He stated when this power is stripped the decision <br />will be made by this body, which will lead to 3-2 votes. <br /> <br />Councilmember Holden called the question. <br /> <br />A roll call vote was taken. The motion to temporarily suspend Mayoral <br />Privilege as it relates to the Mayor’s authority to make appointments to City <br />Committees and Commissions as outlined in Chapter 2 of the City’s <br />Ordinance carried 3-2 (Councilmember Holden and Mayor Grant opposed). <br /> <br />C. Rescind JDA Appointments <br /> <br />City Administrator Perrault stated at the request of Councilmember Fabel, this item has been <br />brought forward.
