CONSENT ITEM — 7B <br />'It <br />EN HILLS <br />MEMORANDUM <br />DATE: March 13, 2023 <br />TO: Honorable Mayor and City Councilmembers <br />Dave Perrault, City Administrator <br />FROM: Gayle Bauman, Finance Director <br />Affirm Allocation of ARPA Revenues for Water Infrastructure on the 2022 PMP <br />SUBJECT: Snelling Avenue Street and Utility Improvement Project and Sewer Infrastructure <br />on the Lift Station 10 Rehabilitation Project <br />Budgeted Amount: Actual Amount: <br />N/A N/A <br />Council Should Consider <br />Funding Source: <br />N/A <br />Motion(s) to approve, table or deny the following: <br />• Resolution 2023-008 Affirming Allocation of American Rescue Plan Act Revenues for <br />water infrastructure on the 2022 PMP Snelling Avenue Street and Utility Improvement <br />Project and sewer infrastructure on the Lift Station 10 Rehabilitation Project. <br />Background <br />The $1.9 trillion American Rescue Plan (ARP) infuses $350 billion into local governments, <br />easing the immediate financial trauma facing most every community across the country, and <br />providing options to overcome shortfalls and simultaneously rebuild for a stronger, more <br />sustainable future. <br />Eligible uses of the funds include <br />• Support public health expenditures, by funding COVID-19 mitigation efforts, medical <br />expenses, behavioral healthcare, and certain public health and safety staff; <br />Address negative economic impacts caused by the public health emergency, including <br />economic harms to workers, households, small businesses, impacted industries, and the public <br />sector; <br />• Replace lost public sector revenue, using this funding to provide government services to the <br />extent of the reduction in revenue experienced due to the pandemic; <br />Page 1 of 3 <br />
