C. The granting of a variance will not be substantially detrimental to the public welfare and <br />is in accord with the purpose and intent of this chapter, the zoning ordinance and <br />comprehensive plan. <br />According to the Applicant, by placing the houses in line in an east/west orientation with <br />the neighboring houses along Lake Josephine, all setbacks will be consistent and more <br />pleasing to the eye. According to the Applicant, the proposed single-family housing will <br />be consistent with future land use plans outlined in the City of Arden Hills 2040 <br />Comprehensive Plan. <br />In making these findings, the Planning Commission shall consider the nature of the proposed use <br />of land and the existing use of land in the vicinity, the number of persons to reside or work in the <br />proposed subdivision and the probable effect of the proposed subdivision upon traffic conditions <br />in the vicinity. In granting a variance as provided in this section, the Planning Commission shall <br />prescribe only such conditions that it deems desirable or necessary to the public interest. <br />Chapter 13, Zoning Regulations Review <br />1. Section 1320 — District Provisions of the Zoning Code requires a minimum lot <br />size of 11,000 square feet per single-family dwelling unit in the R-2 District. The Applicant is requesting a variance for Lot A and Lot B to decrease the rear <br />yard setback to 5 feet as measured from the south property line.
