Public Works Director / City Engineer <br />SUBJECT: 2023 Street Maintenance Program — Coon Rapids JPA <br />Budgeted Amount: Actual Amount: Funding Source: <br />$220,000 $ 80,000.00 Street Maintenance Fund <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />• Resolution 2023-014, recommending that the City of Coon Rapids Award a Contract <br />for the 2023 Street Maintenance Program. <br />Background/Discussion <br />In 2005, a Joint Powers Agreement (JPA) for Traffic Markings, Street Sweeping, Crack Sealing, <br />Screening, and Seal Coating was executed by the cities of Coon Rapids, Andover, Brooklyn <br />Center, Columbia Heights, and Fridley. Since 2005, six additional cities have joined the joint <br />powers agreement (Ham Lake, East Bethel, Anoka, Mahtomedi, Circle Pines and Mounds <br />View). On December 11, 2017, the City Council authorized an amendment to the JPA to include <br />the City of Arden Hills. <br />The City of Coon Rapids solicited bids in February 2023 for sealcoating, pavement markings, <br />crack sealing and fog sealing on behalf of the member cities. Bids were opened on March 17, <br />2023 and summarized in the bid tabulation provided in Attachment A. The program costs for <br />Arden Hills is summarized on Attachment B based on estimated quantities provided to the City <br />of Coon Rapids in January 2023. A map depicting the locations of proposed work in Arden Hills <br />for 2023 is provided in Attachment C. <br />Page 1 of 2 <br />
