Page 1 of 1 PRESENTATION ITEM – 3B MEMORANDUM DATE: March 20, 2023 TO: Honorable Mayor and City Councilmembers FROM: Dave Perrault, City Administrator SUBJECT: Council Retreat Discussion Budgeted Amount: Actual Amount: Funding Source: N/A $11,500 General Fund For Council Consideration Council should give direction on a future Council retreat. Background Chad Weinstein of Ethical Leaders in Action (ELA) will be presenting his proposal for a future Council retreat. The Council has not held a formal Council retreat with an outside consultant since 2016, prior to 2016 the retreats were sporadic. Mr. Weinstein’s proposal is attached for Council review and direction, if Council is comfortable with his approach we’ll need direction on the following items: -Timing – 1.5 days is currently proposed, is there a Thursday/Friday combination in April/May that would work for Council and Staff, or would it be spread across two Fridays. Council may consider three half days, too. -Location – Does Council want to host the event at City Hall? If not, it still needs to be held in City limits. Other options may be the Marsden Room at Ramsey County Public Works or the Spring Hill Suites Conference Room. Note, these will be open to the public and any locations outside City Hall may require a room rental fee. Budget Impact The proposed cost is $11,000 for the retreat itself, and $500 is anticipated for additional items, such as food and/or other charges. While the $11,500 is not directly budgeted in the Council budget, there should be enough budget room across the General Fund in training budgets and other professional services to cover the cost and not adversely affect the budget.
