Streets <br /> <br />The following are Street Maintenance items outside of the work to be completed with the JPA Coon <br />Rapids project and the In-House Public Works Paving project that was discussed with Council at the <br />January 17, 2023 Work Session. <br /> <br />Pothole Patching – Public Works fills potholes citywide twice annually. Operations begin as <br />temperatures start to rise at the end of winter and potholes begin to form. In the early weeks, Public <br />Works will use a “cold-mix” type of fill material to fill in severe potholes until bituminous plants open <br />(usually late march/early April) and we can purchase “hot-mix” material. The next full citywide pothole <br />patching operations happens in the Fall to prepare for Winter plowing. Throughout the Summer months <br />Public Works will address potholes as they are noticed or reported. <br /> <br />Street Sweeping – Public Works performs street sweeping operations citywide twice annually. <br />Operations occur in the Spring typically as the snow has melted away from the curb line and again in the <br />Fall towards the end of leaves falling. Sweeping occurs as needed during the summer months primarily <br />as a result of storm damage. Street sweeping is a large contributor of improved water quality and also <br />included in our MS4 permitting process. <br /> <br />Snow Plowing – Review the Snow Plowing Policy as attached. <br /> <br />Vegetation Removal – Right-of-Way (ROW) tree trimming or tree removal if needed. This includes tree <br />limbs that could damage street maintenance equipment, public safety related trimming, and trees <br />blocking street signage. ROW ground cover mowing is completed along city owned boulevards and <br />utility easements to keep vegetation from growing over the roadway. Attention is also given as needed <br />to intersections where sight lines and motorist/ pedestrian safety is a factor. <br /> <br />Streets Signs – PW will be completing the installation of 25 mph signage throughout the city based on <br />engineer’s guidance and approved by City Council. Street signage will be assessed in 2023 with the goal <br />of putting together a PW project for 2024 to follow the cities sign policy/ reflectivity guidelines for <br />replacement. <br /> <br />Pavement Markings – Street striping and symbols are maintained every other year. This work is typically <br />coordinated with Ramsey County and/or the JPA Coon Rapids project. An assessment of street symbols <br />will be completed in 2023 and added to the 2024 street maintenance plan. Streets with striping and <br />symbols within a PMP area are generally completed as part of the PMP contract. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
