AUAR’s are required to be updated every five years until the respective
project has begun construction. A brief description of an AUAR is below:

The alternative urban areawide review (AUAR) process is a hybrid of the environmental
assessment worksheet (EAW) and environmental impact statement (EIS) review processes.
responsible governmental units (RGU) can use an AUAR as a planning tool to understand how
different development scenarios will affect the environment of their community before the
development occurs. The process is designed to look at the cumulative impacts of anticipated
development scenarios within a given geographic area.

The next update is not due until 2024, however, Council may direct Staff to begin this process
early. The benefit would be an updated assessment to help the current Council and JDA understand
updated development implications.

Should Council want to move this forward, it would need to provide Staff direction on how it
would like to move forward. Kimley Horn did the previous AUAR and update, and would be best
positioned to do the update in a timely fashion. However, Council may want to approach other
firms to get a more competitive price. Pending Council’s direction, Staff can work on obtaining a
proposal and have it ready for Council approval at a subsequent meeting.
