Page 1 of 2 <br /> <br />INFORMATIONAL ITEM – 4H <br /> <br />MEMORANDUM <br /> <br />DATE: March 20, 2023 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Dave Perrault, City Administrator <br />SUBJECT: AUAR Update <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A TBD General Fund <br /> <br />For Council Consideration <br /> <br />Council should consider providing direction on whether or not to begin the AUAR update process <br />for TCAAP in 2023. <br /> <br />Background <br /> <br />The Alternative Urban Areawide Review (AUAR) was conducted for the TCAAP project in 2014, <br />with an update in 2019. AUAR’s are required to be updated every five years until the respective <br />project has begun construction. A brief description of an AUAR is below: <br /> <br />The alternative urban areawide review (AUAR) process is a hybrid of the environmental <br />assessment worksheet (EAW) and environmental impact statement (EIS) review processes. <br />responsible governmental units (RGU) can use an AUAR as a planning tool to understand how <br />different development scenarios will affect the environment of their community before the <br />development occurs. The process is designed to look at the cumulative impacts of anticipated <br />development scenarios within a given geographic area. <br /> <br />The next update is not due until 2024, however, Council may direct Staff to begin this process <br />early. The benefit would be an updated assessment to help the current Council and JDA understand <br />updated development implications. <br /> <br />Should Council want to move this forward, it would need to provide Staff direction on how it <br />would like to move forward. Kimley Horn did the previous AUAR and update, and would be best <br />positioned to do the update in a timely fashion. However, Council may want to approach other <br />firms to get a more competitive price. Pending Council’s direction, Staff can work on obtaining a <br />proposal and have it ready for Council approval at a subsequent meeting. <br />
