<br /> <br />Page 1 of 11 <br />PC Agenda Item – 3C <br /> <br />MEMORANDUM <br /> <br /> <br />DATE: April 5, 2023 <br /> <br />TO: Planning Commission Chair and Commissioners <br /> <br />FROM: Jessica Jagoe, Community Development Director <br /> <br />SUBJECT: Planning Case #23-006 – No Public Hearing Required <br /> Applicant: Lindey’s, Inc. <br /> Property Location: 3610 Snelling Avenue North <br />Request: Site Plan Review <br /> <br /> <br />Requested Action <br /> <br />Mark and Tracy Lindemer, Lindey’s, Inc. (“The Applicants”) have submitted a land use <br />application for Site Plan Review for a project located at 3610 Snelling Avenue North (“Subject <br />Property”). The Applicants are proposing modifications to the existing parking lot at the <br />Lindey’s Restaurant. The modifications are in response to the County Road E/Old Snelling <br />Avenue Roundabout project, led by Ramsey County. Parking is to be added and modified to <br />address truck circulation and property demands. Additional parking along the relocated County <br />Road E driveway will include improvements to ADA parking and pedestrian areas. The Subject <br />Property is zoned NB, Neighborhood Business District and is guided as Low Density Residential <br />on the Land Use Plan. <br /> <br />Background <br /> <br />1. Overview of Request <br /> <br />Lindey’s Prime Steakhouse opened in Arden Hills in 1961. The City established the <br />Neighborhood Business District on September 27, 1999. Neighborhood Business sites are <br />located at the edge of residential neighborhoods and are intended to provide a limited range of <br />over-the-counter, convenience, retail, and service uses to accommodate the needs of the adjacent <br />residents. Since these areas are located adjacent to residential neighborhoods, the City did adopt <br />limitations on the type, size and intensity of uses within this district. On November 27, 2000, the <br />City rezoned seven sites, including the Subject Property, to NB, Neighborhood Business District. <br />Today, the Subject Property is considered legal nonconforming in this district. <br /> <br /> Attachment H
