ARDEN HILLS CITY COUNCIL — APRIL 10, 2023 7 <br />work would include closing Lexington Avenue at the railroad tracks to replace the crossing. He <br />anticipated this work would take three or four weeks and detours would be posted. <br />Mayor Grant asked when the Lexington Avenue project would be substantially complete. <br />Public Works Director/City Engineer Swearingen reported the County stated the project would <br />be substantially complete mid -July. <br />Mayor Grant requested further information regarding the replacement of the railroad crossing. <br />Public Works Director/City Engineer Swearingen explained this project and traffic closure was <br />initiated by the Canadian Pacific Railroad. He reported because there was work being done on the <br />roadway, the railroad would like to make enhancements to the railroad crossing. <br />Councilmember Monson questioned how the City has communicated with the County in the <br />past. She asked if there were opportunities to have weekly calls with the County regarding their <br />improvement projects. <br />Public Works Director/City Engineer Swearingen stated he attends weekly meetings with the <br />County and the contractor. He noted Ramsey County leads the coordination of the projects and <br />there has been multiple issues throughout this project. He reported this information is passed <br />along to staff at the weekly meetings and through weekly updates. He noted staff received an <br />email from the County regarding this recent change. <br />Councilmember Monson indicated it appears the City was doing the right things, but she <br />understood construction was tough to control. She understood this project could have been done <br />better and communicated better with the City. She expressed concern with how local businesses <br />would be further impacted by this project. She encouraged staff to communicate the project <br />changes to these businesses in a timely manner. <br />Public Works Director/City Engineer Swearingen stated the contractor and Ramsey County <br />would lead the communication effort. He noted staff has also walked and met with every business. <br />He was of the opinion the County had to do better for those businesses because they would now <br />be impacted by the construction for a second season. <br />Councilmember Holden reported the Twin Cities North Chamber was reaching out to each of the <br />impacted businesses and was also creating a Back to Lexington campaign. She asked how the City <br />could get information regarding the County culverts. <br />Public Works Director/City Engineer Swearingen stated he would bring this topic up with the <br />County engineers at a meeting in the first week of May. <br />6.
