ARDEN HILLS CITY COUNCIL—APRIL 24, 2023 18 <br /> Margie Durhman, 3628 Snelling Avenue North, commented on the buildings on her property. <br /> She noted the trees that would be removed were large full grown trees that provide shade to her <br /> property. She requested trees be planted along the fence line that will block light and sound as <br /> much as possible. <br /> AMENDMENT: Mayor Grant moved and Councilmember Holden seconded a motion to <br /> add Condition 10 to read: The applicant shall construct a six foot <br /> privacy fence on the north property line facing east/west, taking into <br /> consideration the guide wires, design to be reviewed by staff along with <br /> the applicant and owner of 3628 North Snelling Avenue. <br /> Ms. Durhman explained she has two vulnerable adults that live with her and vans visit her <br /> property on a regular basis to pick them up for activities. She indicated she needs the vans to be <br /> able to make the turn into the driveway without hitting the fence. She commented on the retaining <br /> wall that she had in her front yard and stated she did not want this to be disturbed. <br /> Mayor Grant clarified that the fence would have to be constructed on the applicants property and <br /> would not impede on Ms. Derman's property. He requested further information regarding where <br /> the utility pole and guide wires are located. <br /> Ms. Durhman reviewed the location of the pole and guide wires near the driveway. She did not <br /> anticipate the wires could be moved, but could possibly be incorporated into the new fence. <br /> Mayor Grant stated he had thought the guide wires were near the back of the property. <br /> Councilmember Holden reported the parking lot would not be installed all the way down to the <br /> guide wires. She supported the fence stopping before the guide wires. She then asked staff for <br /> further information regarding the lighting plan. <br /> Mayor Grant asked if a six foot fence was the maximum height allowed for this property. <br /> Community Development Director Jagoe explained six feet was the maximum allowed for <br /> residential properties and noted she would have to verify this for commercial properties. <br /> Councilmember Holden requested further information regarding the location and height of the <br /> exterior light fixtures. <br /> Community Development Director Jagoe reported the applicant was proposing to install 14 foot <br /> downcast light fixtures and all foot candles were less than .4 onto adjoining properties. <br /> Councilmember Monson questioned what the cost would be for a six foot privacy fence that was <br /> 170 feet long. She understood this cost would be split between the City and the County. <br /> Public Works Director/City Engineer Swearingen indicated he did not have enough <br /> information to provide the Council with a rough estimate. <br />
