TW185\1\877608.v2 <br />Resolution 2023- XXX <br />Creation of Energy Advisory Committee to the Joint Development Authority <br /> <br />WHEREAS, the Joint Development Authority (JDA) was established in 2012 between Ramsey County and <br />the City of Arden Hills; and <br />WHEREAS, the JDA is charged with overseeing the development of the former Twin Cities Army <br />Ammunition Plant, now known as Rice Creek Commons, including remediation, planning and zoning, <br />infrastructure improvements and financing, redevelopment, and economic development; and <br />WHEREAS, the JDA approved Bylaws, and those Bylaws allow the JDA to create advisory committees; <br />and <br />WHEREAS, the JDA has identified a need for an advisory committee to guide the JDA on planning for <br />energy infrastructure for Rice Creek Commons. <br />NOW, THREEFORE, BE IT RESOLVED that the JDA hereby establishes an Energy Advisory Committee to <br />the JDA to meet, discuss, and research the future energy infrastructure for the Rice Creek Commons site <br />and to bring information and recommendations back to the JDA on the following: <br />1. A Memorandum of Understanding with Xcel Energy and a recommendation on whether that <br />Memorandum of Understanding should be entered into between Xcel Energy and the JDA or <br />Xcel Energy and Ramsey County. <br />2. Current and potential funding opportunities related to green energy sources. <br />3. Scenarios for green infrastructure. <br />4. Energy-related community engagement. <br />And be it, <br />FURTHER RESOLVED that the Energy Advisory Committee will consist of one member of the JDA who is a <br />representative of the County and one member of the JDA who is a representative of the City, with <br />support from City and County staff, consultants and other individuals who are asked to provide <br />information to the Energy Advisory Committee as requested by the Energy Advisory Committee. The <br />Energy Advisory Committee members shall serve terms of one year, but may be reappointed by the JDA <br />for additional terms. The initial members will be [VICTORIA REINHARDT] from Ramsey County and [TENA <br />MONSON] from Arden Hills. The initial term for each member will last until June 1, 2024, or until a <br />successor is appointed by the JDA.
