Attachment C <br /> EN HILLS <br /> ORDINANCE NO. 2022-006 <br /> CITY OF ARDEN HILLS <br /> RAMSEY COUNTY, MINNESOTA <br /> AN INTERIM ORDINANCE PROHIBITING THE SALE, TESTING, MANUFACTURING, <br /> AND DISTRIBUTION WITHIN THE CITY OF PRODUCTS CONTAINING THC <br /> THE CITY COUNCIL OF THE CITY OF ARDEN HILLS, MINNESOTA, ORDAINS: <br /> SECTION 1. Purpose of Moratorium. This Interim Ordinance establishes a moratorium on <br /> the sale, testing, manufacturing and distribution of products containing tetrahydrocannabinols (THC) <br /> in order to allow the City time to study the issue and determine what, if any, additional licensing <br /> and/or regulations for THC products to pursue. <br /> SECTION 2. Restriction and Exception. No individual, establishment, organization, or <br /> business may sell, test, manufacture, or distribute products containing THC for twelve (12) months <br /> from the effective date of this ordinance. This moratorium does not apply to the selling, testing, <br /> manufacturing, or distributing of Products Containing THC related to the Medical Cannabis Program <br /> as administered by the Minnesota Department of Health, provided that such activity is done in <br /> accordance with the regulations and laws of Minnesota regarding Medical Cannabis. <br /> SECTION 3. Term. Unless rescinded by action of the City Council, the moratorium <br /> prohibiting the sale, testing, manufacturing and distribution of products containing THC as <br /> established by this Ordinance shall remain in full force and effect until August 22, 2023. The <br /> moratorium maybe extended as provided in Minn. Stat. §462.355, subd. 4(d). <br /> SECTION 4. Enforcement. Any person, corporation, or other entity found to be in violation <br /> of this Ordinance shall be guilty of a misdemeanor. <br /> SECTION 5. This Ordinance shall become effective immediately upon its passage and <br /> publication according to law.
