<br />CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />RESOLUTION NO. 2023-038 <br /> <br />A RESOLUTION RECEIVING FEASIBILITY REPORT AND CALLING FOR A PUBLIC <br />HEARING ON IMPROVEMENTS FOR THE 2024 PAVEMENT MANAGEMENT <br />PROGRAM STREET AND UTILITIES IMPROVEMENTS PROJECT <br /> <br />WHEREAS, pursuant to Resolution 2023-011 of the Council adopted March 13, 2023, a <br />report has been prepared by the City’s Engineer, Bolton & Menk, dated July, 2023 with reference to <br />the improvement of the following streets: <br /> <br />• Royal Lane from Norma Avenue to Floral Drive West <br />• Norma Avenue from Dawn Circle to Briarknoll Drive <br />• Briarknoll Circle <br />• Briarknoll Drive from Snelling Avenue North to Norma Avenue <br />• Norma Avenue from Briarknoll Drive to Colleen Avenue <br />• James Avenue from Indian Oaks Trail to Colleen Avenue <br />• McClung Drive from Snelling Avenue North to Colleen Avenue <br />• Colleen Avenue from McClung Drive to Hamline Avenue North <br />• Colleen Circle <br />• Royal Hills Drive from Snelling Avenue North to Arden View Drive <br />• Arden Vista Court <br />• Keithson Drive from County State Aid Highway (CSAH) 96 West to 800 feet south of CSAH 96 West <br /> <br />WHEREAS, and this report was received by the Council on July 24, 2023; and <br /> <br />WHEREAS, the report provides information regarding whether the proposed project is <br />necessary, cost effective, and feasible; whether it should best be made as proposed or in connection <br />with some other improvement; the estimated cost of the improvement as recommended; and a <br />description of the methodology used to calculate individual assessments for affected parcels. <br /> <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF ARDEN HILLS <br />MINNESOTA: <br /> <br />1. The Council will consider the improvement of such streets in accordance with the report <br />and the assessment of abutting property for all or a portion of the cost of the improvement <br />pursuant to Minnesota Statutes, Chapter 429. <br /> <br />2. A public hearing shall be held on such proposed improvement on the 14th day of <br />August, 2023, in the Council Chambers of the City Hall at 7:00 p.m. and the City <br />Administrator shall give mailed and published notice of such hearing and improvement <br />as required by law. <br /> <br />ADOPTED BY THE CITY COUNCIL OF THE CITY OF ARDEN HILLS THIS 24th <br />DAY OF JULY, 2023. <br /> <br /> <br />David Grant, Mayor
