<br />".. <br /> <br />~. <br /> <br />~. <br /> <br />RESOLUTION NO. 71-18 <br />STATE OF MINNESOTA <br /> <br />COUNTY OF RAMSEY <br />VILLAGE OF ARDEN HILLS <br /> <br />RES 0 L UTI 0 N <br />RELATING TO METROPOLITAN COUNCIL <br /> <br />WHEREAS, the <br />service when <br />metropol itan <br />but <br /> <br />Metropolitan Council can provide a very useful <br />acting in an advisory capacity on certaIn needs <br />in scope such as transit, sewers and open space, <br /> <br />WHEREAS, the Metropol itan Council has demonstrated that it now <br />also seeks Increased authority to legislate'Iocal laws, and <br /> <br />WHEREAS, this /s particularily evidenced by recent policy state- <br />ments includIng, but not limited to, the "Metropolitan Development <br />Guide Housing Pol icies, System Plan, Program" and <br /> <br />WHEREAS, this appears to be an attempt on the part of the Metro- <br />politan Council to superimpose themselves as another level of <br />government, and <br /> <br />WHEREAS, It Is our opinion that another level of government is <br />not desired nor required; <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Arden Hills Council <br />requests that the Legislature of the State of Minnesota do the <br />following: <br /> <br />I. Change the name of the Metropolitan Council to "Metropolitan <br />Advisory 80ard~ or an equivalent title. <br /> <br />2. Direct that the Metropol itan Council establish proper internal <br />"Guidelines" to clearly state that Its activities shall be <br />advisory and administrative in nature and that it shall not <br />interfere with nor attempt to legislate local government. <br /> <br />3.
