UNFINISHED BUSINESS — 4B <br />,-ARZEN HILLS <br />MEMORANDUM <br />DATE: September 19, 2023 <br />TO: Parks, Trails and Recreation Committee <br />FROM: Lucas Miller, Assistant Public Works Director <br />SUBJECT: Trail and Parks Projects Update <br />Previously Discussed Items: <br />• The CIP for Parks is available online. The budget has been approved and provided to <br />PTRC. <br />• Pavement Rating for trails is planned for 2024. This is the first technical step looking <br />ahead to planning existing trail project restorations. <br />• Hazelnut Parking lot negotiations continue between the City and Trinity Lutheran <br />Church. The City is ordering soil borings in the lot to help determine the cost impacts. <br />• Safe Routes to School from MVHS to E2 down Lake Valentine Road/Old Highway 10 is <br />currently under construction and will be completed this year. There were $450k in grants <br />awarded for this project. This project is combined with the roundabout project at County <br />Rd E and Old Snelling Ave by Bituminous Roadways. <br />New/Updated Items: <br />• Lexington Ave is substantially completed with the completion of the Arden Hills <br />watermain. The Contractor will have all the sidewalk in this fall. <br />• Floral and Arden Manor parks are continuing construction (Peterson Companies) and <br />are scheduled to be done in mid -October. Arden Manor funding sources are grants <br />combined with city funding. Floral is all city funding. <br />• City is working with a consultant to pursue grants and bonding for the trail from Lake <br />Valentine Road to Highway 96 along Old Highway 10. Feasibility study has been <br />completed for this project this last fall. Estimated project cost is $2.6 Mil. Estimated <br />construction would be in 2025/2026 dependent on funding awarded. An Open House <br />is scheduled for Thursday, October 51h from 5:30pm to 7pm at City Hall. PTRC <br />members' attendance would be appreciated. The City will be sending out a mailing to <br />over 500 properties and a social media blast this week. <br />• Lake Johanna Blvd conceptual trail study was completed by Ramsey County and they <br />are pursuing funding currently. They are shooting for a final design in 2028, <br />dependent on funding awarded. Estimated construction cost is $9.5M. Council has <br />adopted resolution 2023-023 which is the local match commitment for Lake Johanna <br />
