Chapter 238 of the Minnesota State Laws has <br />authorized -;-he t4lnnGsot19 Cable Communlcs.tlons Board to specify <br /> <br />the procedures of franchising cable communications companies; and <br /> <br />WHEREAS, the MInnesota Cable, Communications Board has <br />required, In 4 MCAR 4.111, that a Cable Service Territory must be <br /> <br />approved by the Minnesota Cable Communications Board prior to any <br /> <br />franchising agreement; and <br /> <br />WHEREAS, tha approvs~ of a Cabls Service Territory does <br /> <br /> <br />not In any way bind the City to the a~ard of a franchise to ill <br /> <br />cable commu~ications company, <br /> <br />NOW, THEREFORE.
