Establishment of th@ Committee. <br /> <br />........ <br /> <br />1. That a committee, whiCh ehall be named Ceble Commun- <br />'ication Citizen Advisory Committee, shali be established <br />to advise the City Council in relstion to certain aspects <br />of franchising a cable communications system in ehe City <br />of Arden Hills. ' <br /> <br />~~~ <br />2. T~at the committee be composed of~five (5) members. <br />The term o~ the appointments shall be the leu3tlb,of'" <br />tbe franchising process. <br /> <br />'.~." . <br /> <br />3. Tbat tbe committee shall be composed of members who <br />shall be residents of the City of Arden Bills. <br /> <br />........ <br /> <br />4. Tbat the members shall serve without compensation and <br />may be removsd from office at any time by tbe City <br />Council. <br /> <br />,. <br /> <br />B. Dutiea'of the Committee. The Committee 1s hereby directed <br />,to advise the City Council aad to: <br /> <br />1. Research federal and state rules and regulations relating <br />to cable communications; <br /> <br />2. Fam1liari~e'themoeives with curreat and potential services <br />being offered ~y cable communications compsnies; <br /> <br />3. Assess communications needs in the community. <br /> <br />4. Recommend to the City Council if a need bas been <br />determined, to proceed wi~b the franch1si~g process. <br />The recolDlDendation may be in the form of an invitation <br />for applications for the franchise. <br /> <br />C. Scope of Authority <br /> <br />l. That the committee shall be advisory to and subject <br />to tbe direction and control of tbe City Council; <br />however. tbe committee may establish its own rules <br />snd regulations guidiug the cOlllductand operation of <br />the committee and its members within ite respous:l.bilil:ies <br />aud charge; aud <br /> <br />'" <br />
