ON NO. 79-fc:z.- <br />RESOLUTiON ESTABLISHING STREET LIGHTiNG POLICY <br /> <br />. <br /> <br />WHEREAS. the LEAA street Lighting Projects Report states: <br />"Well, 11'1' streets may rlHluce the fear of crime, but thers Is <br />no statistically significant evidence that street lighting <br />raduce~ crime Itself," and <br /> <br />WHEREAS", the majority of vehicular !lccldents occur during <br />tne daylight hours, and <br /> <br />WIiEREAS, sceldent rates ShOll only a modsst decrease with <br />Inters~ctlonI19h~ing; <br /> <br />NOW. THEREFORE. BE iT RESOLVED BY THE CITY COUNC~L OF THE <br />CITY OF ARDEI~ HI LLS, M~NNESOTA. that the following polley be adopted, <br />recognizing that unusual conditions or circumstances may require <br />exc<spt Ions: <br /> <br />I. Street lighting at Intersections may be provided If <br />the following criteria ar<s gen<:3rally met: <br /> <br />al An Arden Hills street or privata road <br />with a dally usage of over 500 cars per <br />day Intersects a county or state road. <br /> <br />bl An Intersection of two Arden Hills streets <br />or a privata road tlhsre one carries ov<sr > <br />500 cars per day and the othsr over '2.000 <br />p~H" d6Y. <br /> <br />. <br />I. <br /> <br />cl Intersections and crosswalks of distinctly <br />ufltJsua,l vlsu..1 vahlcul..r prOblems. <br /> <br />3. Str~et lighting may also be used where there are distinctly <br />unusual safety problems; such as sharp curves, difficult <br />to antlcipste topographical considerations or other par- <br />ticularly dangarouB physical problems which woufd be <br />clearly mitigated by lighting. <br /> <br />4. Vehicular activity may be estimated by Judging the number <br />,?f houses which would usa a col lactor street and multiply- <br />Ing by seven, or by an actual vehicle count. <br /> <br />5.
