. , . . . now on file and open to ~ublic inspection in ~le office of the City Clerk ACUainistrator, is approved, and the Clerk Adminis- trator is directell to publish and mail notice that the Council will meet to consider the proposed assesmaent on August 21, 1979, at the City Uall, 1450 \1est Uighway 96, in the City of Arden Hills, at 7:30 o'clock p.m. The notice shall state the date, tuae and place of the neeting, the general nature of said improvaaent, the area proposed to be assessed, the total cost of the u.YJ?rovel.,ent, that the proposed asseSSI,lent roll is on file with the Clerk Administrator, and that t~itten or oral objections thereto by any property otmer ,,1111 be considered. It shall be published once in the official newspaper of the City at least tt'1O weeks prior to t.he hearing, and shall be &lailed to the o\mer of each parcel described in the assessr,1ent roll, not less than t.wo weeks prior to the date of said meeting. For the purpose of such mailed notice, owners of said parcels shall be those sho\-m as such on the records of the County Treasurer. Every property owner \-lhose name does not appear on such records' (other than otmers of propert.y \-lhich is tax exempt or is taxed on a gross earnings basis) shall be deem~d to have waived such mailed notice unless'he has requested in writing that the County Treasurer include his name on the records fQr this purpose.
