DRAFT -ARQEN_HILLS Approved: September 25, 2023 CITY OF ARDEN HILLS, MINNESOTA REGULAR CITY COUNCIL MEETING AUGUST 28, 2023 7:00 P.M. - ARDEN HILLS CITY COUNCIL CHAMBERS CALL TO ORDER/ROLL CALL Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City Council meeting at 7:00 p.m. Present: Mayor David Grant, Councilmembers Tom Fabel, Brenda Holden, Tena Monson and Emily Rousseau Absent: None Also present: City Administrator Dave Perrault; Public Works Director/City Engineer David Swearingen; Community Development Director Jessica Jagoe; City Attorney Joel Jamnik; and Assistant to the City Administrator/City Clerk Julie Hanson PLEDGE OF ALLEGIANCE 1. APPROVAL OF AGENDA Councilmember Monson asked Item 8F be pulled from the Consent Agenda for discussion as Item 9A. MOTION: Councilmember Monson moved and Councilmember Holden seconded a motion to approve the meeting agenda as amended. The motion carried (5-0). 2. TCAAP/RICE CREEK COMMONS UPDATE City Administrator Perrault stated neither the Joint Development Authority nor the advisory committee have met since the last Council meeting. Staff did hold an internal meeting last week to discuss the upcoming September 5th JDA meeting, which will include a market condition update for the JDA and public. The Request for Development Interest process is still moving forward with Outlot A, otherwise known as the Thumb. That is scheduled to go to the JDA for review sometime in October. The Primer Tracer site auction is still open and as of last check only had two bidders, the soft close is projected for early September. There is still a public engagement event planned for the latter half of October. Lastly, on a few occasions the Council has asked for the status of the Public Safety numbers in the City's proforma.
