Public Works Director / City Engineer <br />SUBJECT: 2024 Cured In -Place Pipe Lining Project — Professional Services Agreement with <br />TKDA <br />Budgeted Amount: Actual Amount: Funding Source: <br />$62,250 $61,400 Sanitary Sewer Fund <br />Council Should Consider <br />Motions to approve, table, or deny the following: <br />• Professional Services Agreement with TKDA for the 2024 Cured In -Place Pipe <br />Lining Project in the amount not -to -exceed of $61,400. <br />Back2round/Discussion <br />Within the City's Capital Improvement Plan (CIP), Attachment A, the 2024 Cured in -place pipe <br />(CIPP) lining project is identified to be constructed in 2024 with an overall project budget of <br />$415,000. This project was originally scheduled for 2023 but was pushed to 2024 to be eligible <br />for construction cost reimbursement through the Metropolitan Council's Inflow & Infiltration (I <br />& I) grant program. The City has traditionally planned CIPP lining projects on a 2-year cycle or <br />adjusted them to align with the Met Council I & I program. <br />Through the Public Works' sanitary sewer maintenance program, inspections identified the <br />proposed segments of sewer needing repairs due to significant cracks or voids, root intrusion and <br />also aging clay pipe (VCP) that indicated a need for rehabilitation. Through the CIPP process, I <br />& I is eliminated at the joints and cracks of the existing pipe and the new lining is known to <br />extend the life of the pipe by at least 50 years. The location of the project area is within the <br />Arden View Drive neighborhood and is identified on the map within Attachment B. <br />City staff has contacted engineering consultant, TKDA, to provide professional services to <br />administer this project through design, specifications development, bidding and construction <br />administration. TKDA has recently completed projects for the City including the Arden Oaks <br />Street Improvements Project, the Trunk Watermain Assessment Report and they are currently <br />Page 1 of 2 <br />
