Construction Administration and Construction Inspection — TKDA will handle all construction administration of <br />the project including contract document review, shop drawing review, payment applications, change requests, <br />final payment, project closeout document review. TKDA will also complete construction inspection assuming 30 <br />days of work for this project. Construction inspection needs are dependent on the contractor schedule and if <br />additional hours are needed for this project, TKDA will work with the City of Arden Hills to revise the number of <br />hours needed for inspection. TKDA will charge for only the hours needed for the project. To provide additional <br />value, TKDA will utilize a trained technician I for most of the inspection during the project who will be supervised <br />by a NASSCO certified CIPP lining inspector. Inspection duties will include checking the liner for tears and rips, <br />verifying resin amounts, reviewing the inversion process. Once the liner has been installed and cured, TKDA <br />will review the service lateral reinstatement process and review video of each segment. <br />Construction Administration <br />• Contract Document Review <br />• Shop Drawing Review <br />Deliverables: • Payment Applications <br />• Change Requests <br />• Final Payment <br />• Construction Inspection <br />IV. CITY RESPONSIBILITIES <br />These responsibilities shall be as set forth in Article 8 of the General Provisions and as further described or <br />clarified herein below: <br />A. Designate one individual to act as a representative with respect to the work to be performed, and such person <br />shall have complete authority to transmit instructions, receive information, interpret and define policies, and <br />make decisions with respect to critical elements pertinent to the Project. This individual shall be identified in the <br />signature block area of this Proposal. <br />B. Provide TKDA with access to the site as required to perform services listed in SECTION III <br />C. Provide reviews of materials furnished by TKDA in a reasonable and prompt manner so that the Project <br />schedule can be maintained. <br />D. Mail materials to residents within the project area. TKDA will provide materials and mailing list. <br />V. ADDITIONAL SERVICES <br />If authorized in writing by the City, we will furnish or obtain from others Additional Services of the types listed below <br />which are not considered as basic services under this Proposal. Additional Services shall be billable on an Hourly <br />Time and Materials basis and such billings shall be over and above any maximum amounts set forth in this Proposal. <br />A. Right -of -Way or easement acquisition is not expected for this project, but if certain right-of-way services are <br />needed TKDA can perform or facilitate this work as an Additional Service. <br />B. All work is assumed to be completed in 2023 and 2024. If work is performed in 2025, TKDA will amend our unit <br />rates and may need an amendment to avoid exceeding the engineering budget. <br />VI. PERIOD OF SERVICE <br />We will expect to start our services promptly upon receipt of your written acceptance of this Proposal and to <br />complete SECTION III services for early 2024 bidding and 2024 inspection. Segments of the work plan will be <br />completed progressively to facilitate the Project Schedule. TKDA will advise the CLIENT if circumstances develop <br />beyond our control that will impact the schedule outlined in this Proposal. <br />VII. COMPENSATION <br />Compensation to TKDA for services provided as described in SECTION III of this Proposal shall be on an Hourly <br />Time and Materials basis for a total not to exceed amount of $61,400. Our detailed Project Fee Estimate is attached. <br />Payment shall be made in accordance with Article 3 of the attached General Provisions. <br />1 <br />
