'It <br /> ,-ARDEN HILLS <br /> Approved: September 25, 2023 <br /> CITY OF ARDEN HILLS,MINNESOTA <br /> REGULAR CITY COUNCIL MEETING <br /> AUGUST 28, 2023 <br /> 7:00 P.M. -ARDEN HILLS CITY COUNCIL CHAMBERS <br /> CALL TO ORDER/ROLL CALL <br /> Pursuant to due call and notice thereof, Mayor David Grant called to order the regular City <br /> Council meeting at 7:00 p.m. <br /> Present: Mayor David Grant, Councilmembers Tom Fabel, Brenda Holden, Tena <br /> Monson and Emily Rousseau <br /> Absent: None <br /> Also present: City Administrator Dave Perrault; Public Works Director/City Engineer <br /> David Swearingen; Community Development Director Jessica Jagoe; City Attorney Joel <br /> Jamnik; and Assistant to the City Administrator/City Clerk Julie Hanson <br /> PLEDGE OF ALLEGIANCE <br /> 1. APPROVAL OF AGENDA <br /> Councilmember Monson asked Item 8F be pulled from the Consent Agenda for discussion as <br /> Item 9A. <br /> MOTION: Councilmember Monson moved and Councilmember Holden seconded a <br /> motion to approve the meeting agenda as amended. The motion carried (5-0). <br /> 2. TCAAP/RICE CREEK COMMONS UPDATE <br /> City Administrator Perrault stated neither the Joint Development Authority nor the advisory <br /> committee have met since the last Council meeting. Staff did hold an internal meeting last week to <br /> discuss the upcoming September 5th JDA meeting, which will include a market condition update <br /> for the JDA and public. The Request for Development Interest process is still moving forward <br /> with Outlot A, otherwise known as the Thumb. That is scheduled to go to the JDA for review <br /> sometime in October. The Primer Tracer site auction is still open and as of last check only had <br /> two bidders, the soft close is projected for early September. There is still a public engagement <br /> event planned for the latter half of October. Lastly, on a few occasions the Council has asked for <br /> the status of the Public Safety numbers in the City's proforma. He did have conversations with <br />
