,-ARZEN HILLS <br />MEMORANDUM <br />DATE: October 9, 2023 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Dave Perrault, City Administrator <br />SUBJECT: TCAAP Planning Discussion <br />Budgeted Amount: Actual Amount: <br />N/A <br />For Council Consideration <br />N/A <br />AGENDA ITEM — 3B <br />Funding Source: <br />N/A <br />Council should consider providing direction on how and when to discuss future TCAAP topics. <br />Background <br />Council is being requested to provide direction on how and when it would like to discuss TCAAP <br />related items; a number of items are below but Council can certainly add to the list. <br />JDA Density Recommendation <br />The Joint Development Authority (JDA) received a density scenario presentation from Bob Lux of <br />Alatus, this scenario was focused on increasing density from 1,460 units to 1,960 units. The <br />presentation packet can be found on the City's website along with a recording of the meeting (link <br />to meeting: htips://webstreamina.ctvl5.org/viewer.php?streamid=6603). At a subsequent meeting, <br />the JDA voted to request both the City and County consider the additional density scenario (link to <br />meeting: https://webstreaming.ctvl5.ora/viewer.php?streamid=6610), and if acceptable, make <br />necessary changes to the TRC (the City would also need to update its Comprehensive Plan). This <br />item is not intended to discuss the density plan this evening, but rather how the Council would like <br />to review and consider changes. Council may direct Staff to move forward with drafting the <br />necessary changes and bringing forward the updates to Planning Commission and City Council for <br />review and approval; another option would be for the City Council to discuss draft language at a <br />worksession, or Council make choose to go in a different direction entirely. <br />TCAAP Visioning <br />The Council has discussed having a TCAAP Visioning topic at a worksession. Should Council still <br />want to move this forward, Council should consider providing Staff direction on when and how <br />this should happen, what topics are to be discussed, and to the extent possible what information <br />should Staff provide in -advance. It may be combined with the density recommendation above, or <br />an entirely separate discussion. <br />Page 1 of 2 <br />
