Public Works Director / City Engineer <br />SUBJECT: Lake Johanna Boulevard — Permanent Mount Speed Display Sign <br />Budgeted Amount: Actual Amount: Funding Source: <br />$0 $5,000 (estimate) PIR - Streets <br />Council Should Consider <br />Council should consider installing a permanent mounted speed display sign on Lake Johanna <br />Boulevard. <br />Background <br />Residents along Lake Johanna Blvd (LJB), specifically the neighborhood near Sandeen Rd and <br />Stowe Ave, have submitted numerous complaints about excessive speeding and unsafe <br />conditions to Ramsey County and Arden Hills representatives over the past several years. LJB is <br />a Ramsey County road, therefore it is under their jurisdiction, the speed limit is set at 30 mph <br />which is determined, and limited, by statutory law. Previously, the City Council has formally <br />requested to Ramsey County that traffic calming features be added to LJB, such as, addition of <br />stop signs, speed bumps, rumble strips, and plastic pedestals. These features were determined as <br />not feasible for reasons of snow removal, engineering traffic studies show no warrant for <br />additional stop signs, and other Ramsey County policies. Ramsey County has implemented <br />different striping techniques, they have narrowed the drive lanes and added extra striping in the <br />shoulder area. Arden Hills owns a portable speed display sign that is placed in the area <br />frequently. <br />Page 1 of 3 <br />
