CONSENT ITEM — 8B <br />,-AI�EN HILLS <br />MEMORANDUM <br />DATE: October 23, 2023 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Dave Perrault, City Administrator <br />SUBJECT: Resolution 2023-050 2024 Curbside & Non -Curbside Recycling Fees <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />Council Should Consider <br />Motion to approve, table or deny the following: <br />• Resolution 2023-050 setting the 2024 Curbside and Non -Curbside Recycling Fees <br />Background <br />Republic Services provides curbside recycling collection. The recycling budget is an enterprise fund <br />that receives revenues from the annual household fee that is applied to the property taxes and from <br />the SCORE grant provided by Ramsey County. The majority of the expenses are for the collection <br />services provided by Republic Services. Since there are no other dedicated funding sources, the <br />revenue must be balanced with the expenses. <br />Discussion <br />The per unit fee charged by Republic Services for curbside collection is expected to increase in May <br />2024 based on changes in the Consumer Price Index (CPI) from the Federal Reserve for the Upper <br />Midwest. However, this amount is capped at a maximum of three percent. Based on the anticipated <br />cost of the collection services and the expected revenue from the SCORE grant funds and revenue <br />share, the annual fee for residents receiving curbside collection is proposed to increase from $58.00 <br />per to year to $60.00 per year. The increase is due to generally inflationary pressures, no other major <br />cost drivers have been identified. <br />Staff is proposing no increase in the annual fee for each housing unit that is not part of the curbside <br />recycling program. The current fee is $3.50. This fee is applied to Cottage Villas, Hunters Park <br />Condos, Parkshore Apartments, Arden Manor, E Street Flats, Arden Flats, Johanna Shores, New <br />Perspectives and Round Lake Senior Living. Ramsey County requires recycling fees to be set by <br />the end of November so they can add them to the upcoming year's property taxes. <br />Page 1 of 2 <br />
