Page 1 of 2 <br /> <br />AGENDA ITEM – 3A <br /> <br /> <br />MEMORANDUM <br /> DATE: November 2, 2023 TO: Honorable Mayor and City Councilmembers FROM: Dave Perrault, City Administrator SUBJECT: Rice Creek Commons/TCAAP Discussion <br /> <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br /> For Council Consideration <br /> <br />The City Council should consider providing further direction on its vision for the Rice Creek <br />Commons/TCAAP project. <br /> <br />Background <br /> <br />At a previous worksession, the City Council requested a special worksession on November 2nd to <br />provide feedback on the Rice Creek Commons (RCC)/TCAAP project. This meeting is the day <br />after the Joint Development Authority (JDA) holds its public engagement event. This evening’s <br />discussion is intended to be wide ranging on TCAAP, and to help Council inform Staff of their <br />position moving forward. While Council may want to discuss some of the feedback they received <br />the previous evening, we will not have a formal report on the feedback from the event until after <br />the event’s consultant can put it together. Council should also weigh in on the proposed density <br />scenario put forward by Alatus. Alatus will be present to answer any questions the Council may <br />have and provide additional information on the scenario. Specifically, Council will want to direct <br />Staff if/how/when to move forward on seeking changes to the necessary regulating documents to <br />accommodate the proposed density scenario. Below is a short recap of the proposed density <br />scenario, as well as, a few other high-level items the Council may want to consider for discussion. <br /> <br />Density Scenario <br />The proposed density scenario would increase the currently allowed density of 1,460 units to 1,960 <br />units. This would be accomplished by converting the southwest corner of the site that is currently <br />zoned for Flex Office to residential. It would also add some additional housing to the Town Center <br />South.
