CONSENT— 8B <br /> ,-iIZEN HILLS <br /> MEMORANDUM <br /> DATE: November 13, 2023 <br /> TO: Honorable Mayor and City Councilmembers <br /> FROM: Dave Perrault, City Administrator <br /> SUBJECT: Resolution 2023-053 Authorizing the Application for Recycling SCORE Grant <br /> Funds from Ramsey County for 2024 <br /> Budgeted Amount: Estimated Amount: Funding Source: <br /> N/A N/A N/A <br /> Council Should Consider <br /> Motions to approve, table, or deny the following: <br /> • Resolution 2023-053 Authorizing the Application for Recycling SCORE Grant Funds <br /> from Ramsey County for 2024. <br /> Background <br /> The City is eligible to apply for grant money from Ramsey County's recycling SCORE grant <br /> program for 2024. Grant funds can be used to offset the cost of the City's recycling program, <br /> including administration, equipment, and collection costs. In the past, the City has primarily used <br /> the funds to offset collection costs and the annual Cleanup Day costs. The County requires a <br /> resolution from the City Council to authorize the application for the SCORE grant. <br /> The 2024 grant allocation for Arden Hills has a base amount of $23,645, we will also seek an <br /> additional $4,504 in incentive funding for a total of$28,149. <br /> The City annually budgets for increases in the recycling budget. The draft budget for the City's <br /> recycling program in 2024 is $177,940. The SCORE grant money offsets approximately 16% of <br /> the base cost of the residential recycling program. Revenue share from the recycling hauler also <br /> plays a role in reducing the base cost of the recycling program. Recycling fees, which are <br /> assessed to each participating residential property, cover the remaining portion of the recycling <br /> budget. <br /> Page 1 of 2 <br />
