CONSENT ITEM—8C
,-AIEN HILLS
MEMORANDUM
DATE: November 13, 2023
TO: Honorable Mayor and City Councilmembers
FROM: Dave Perrault, City Administrator
SUBJECT: Resolution 2023-054 Application for MnDOT Metro Standalone Noise Barrier
Program
Budgeted Amount: Actual Amount: Funding Source:
N/A TBD TBD
Council Should Consider
Motion to approve, table or deny the following:
• Resolution 2023-054 Application for MnDOT Standalone Noise Barrier Program
Background
The City Council has recently discussed applying for MnDOT's Standalone Noise Barrier Program
at their September 181h worksession (memo attached for background). At that meeting Council
discussed applying for both a stretch along Old Highway 10 and Highway 51. For the portion along
Highway 51, the City would need to work with Roseville on a joint application; however, at this
time Roseville is not pursuing a noise barrier at this location so the Highway 51 stretch is not being
considered. Staff is only bringing forward an application for the area along Old Highway 10. Upon
approval of this resolution, Staff will submit to MnDOT the application and resolution for their
consideration.
Budget Impact
If the City were to be selected,we would be responsible for ten percent of the cost of the noise barrier
project. Recent estimates put a noise barrier at approximately $3,000,000, which would mean a cost
of$300,000 for the City. While this is not budgeted today, it could be worked into future budgets as
the project would still be a number of years out.
Attachments
Attachment A: Resolution 2023-054 Application for MnDOT Metro Standalone Noise Barrier
Program
Attachment B: September 18`'Memo
