'I DRAFT <br /> ,- DEN H1LLS <br /> Approved: November 13, 2023 <br /> CITY OF ARDEN HILLS, MINNESOTA <br /> SPECIAL CITY COUNCIL WORK SESSION <br /> OCTOBER 9, 2023 <br /> 5:30 P.M. -ARDEN HILLS CITY COUNCIL CHAMBERS <br /> CALL TO ORDER/ROLL CALL <br /> Pursuant to due call and notice thereof, Mayor Grant called to order the City Council <br /> Work Session at 5:00 p.m. <br /> Present: Mayor David Grant; Councilmembers Brenda Holden, Emily Rousseau, <br /> Tena Monson and Tom Fabel <br /> Absent: None <br /> Also present: City Administrator Dave Perrault, Community Development Director <br /> Jessica Jagoe, and Assistant to the City Administrator/City Clerk Julie Hanson <br /> Mayor Grant declared October 9 as a Non-Holiday to conduct City business. He said they would <br /> discuss the Lake Johanna Blvd Speed Display Sign first. <br /> 1. PUBLIC INQUIRIES/INFORMATIONAL <br /> Donna Wiemann, 1406 Arden View Drive, explained at the JDA meeting last week a resident <br /> said there had been institutional racism in Arden Hills for years by the City discouraging low <br /> income housing. However, in 2019 the Met Council said that 40% of the units in Arden Hills are <br /> considered affordable to households at 80% of medium income. The TCAAP plan at that time of <br /> 1,460 units called for an additional 373 affordable units, which was over 20% of the proposed <br /> units in TCAAP. She was not aware of any developers coming to the City, proposing affordable <br /> housing and it being denied by the City. <br /> Micah Kiernan, 3280 Lake Johanna Boulevard, thanked the Council for responding to his email. <br /> He has lived at his address for 6 '/z years. He stated there are no sidewalks and an unprotected <br /> shoulder where they bike and walk. A majority of drivers speed on the road, and many cross over <br /> into the shoulder. They are looping for support for any measures that can be taken to help people <br /> feel safe between now and when a trail is built. <br /> 2. RESPONSE TO PUBLIC INQUIRIES <br /> None. <br />
