Attachment B <br />It <br />-i`iI�EN HILLS <br />CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION NO.2023-023 <br />A Resolution Relating to Local Match Commitment for <br />Lake Johanna Boulevard Trail Project: <br />2024 Met Council Regional Solicitation <br />WHEREAS; Ramsey County and the City of Arden Hills have recently completed a <br />planning process in 2022 to evaluate the feasibility of constructing a separated multimodal trail <br />improvement along Lake Johanna Boulevard extending from County Road D to Old Snelling <br />Avenue in the City of Arden Hills, and <br />WHEREAS; public input and technical analysis from this planning process led to <br />identification of two feasible trail design concepts along the north and south sides of Lake Johanna <br />Boulevard, and <br />WHEREAS; to defer estimated costs associated with construction of this project, Ramsey <br />County is planning to submit a $5.5 million grant request to Metropolitan Council for 2028/2029 <br />federal Regional Solicitation funding for the Lake Johanna Boulevard Trail project, and <br />WHEREAS; based on a preliminary planning level estimate remaining local project costs <br />for the Lake Johanna Boulevard Trail project above the $5.5 million federal grant request are <br />estimated at $4 million; and <br />WHEREAS; Ramsey County's cost participation policy requires the City of Arden Hills <br />and Ramsey County to share equally in the $4 million of local estimated costs. <br />NOW, THEREFORE, BE IT RESOLVED, that the Arden Hills City Council does <br />hereby commit to its 50 percent share, or $2 million, of these local estimated project costs as part <br />of Ramsey County's 2024 Regional Solicitation federal grant application for the Lake Johanna <br />Trail project. <br />NOW, THERFORE, BE IT ALSO RESOLVED, that the Arden Hills City Council does <br />hereby also acknowledge that this $2 million local match commitment is an estimate based on a <br />preliminary planning level cost estimate of total project costs that will be updated during the final <br />design process if a federal grant from Met Council is secured. <br />Page 1 of 2 <br />12231574vl <br />
