Utility Use Charges — Increases in 2023 were as follows: 4% sanitary sewer rates only. No <br />changes to water or surface (storm) water were made. <br />Recycling — Fees for curbside recycling remained the same in 2023 as they were in 2022 — <br />there were no increases. <br />The below information outlines changes recommended to the fee schedule for 2024. Proposed <br />changes to the fee schedule are noted in red print on the attached draft 2024 Fee Schedule. <br />Explanations for these proposed changes are provided below. <br />Building Construction (Sec. II) <br />Building fees will be based on 2023 Minnesota State Statutes 326B.153 and 326B.148. This is <br />standard — fees are adopted using the prior year's statute pertaining to these fees. There are no <br />changes proposed for electrical permits from Pete Tokle. <br />Parks & Recreation (Sec. V) <br />Staff is requesting that verbiage be clarified by adding "non-profit" to the Youth Athletic Association <br />Field Rentals and also requests clarification of applicable sales tax for every type of rental (fields, <br />pavilions, rooms at City Hall). The language on the current fee schedule is confusing regarding <br />whether or not the referenced fee includes tax. By having uniform language pertaining to tax for all <br />rentals as noted above, this makes it clear that in addition to the fee, the City will collect from the <br />applicant the appropriate tax amount in addition to the base fee. <br />Planning and Zoning (Sec. VI) <br />There are no proposed changes to this section. <br />Public Works/Engineering (Sec. VII) <br />There are no proposed changes to this section. <br />Utility Hookup Charges (Sec. VIII) <br />Staff proposes housekeeping changes to include deleting reference to Restoration of Typical Road <br />Mix Street and Higher -Type Street as this is redundant and covered under the escrow collected with a <br />Right -of -Way permit, as well as including the fee for a reinspection during regular business hours for <br />both Water and Sewer under the base permit language since the fee is the same ($60) (versus having <br />the reinspection fee as its own line item). <br />There are no increases to hydrant or water meters for 2024. <br />Miscellaneous Fees/Permits (Sec. XI) <br />Council previously inquired about the fees for violations pertaining to tobacco sales. 2023 fees are as <br />follows: $300 (first offense), $600 (second offense within 36 months) and $1,000 and not less than a <br />7 business day suspension and may be revoked (third offense) and these fees mirror Minnesota <br />Statute 461.12, Subd. 2. While the City cannot charge less than State statute (which is the minimum), <br />it can set higher fees per authorization in Minnesota Statute 461.19 which allows a city to enact more <br />restrictive local ordinances. Staff requests Council provide direction on whether or not it wants to <br />increase the fees related to violations. <br />Utility Use Charges (Sec. XIV) <br />An increase to sanitary sewer (3.0%) and surface water (5%) fees are recommended. No changes to <br />water fees are proposed. <br />Page 2 of 3 <br />
