Page 2 of 19 <br />This area includes Red Fox and Grey Fox roads and is bounded by Lexington Avenue, Highway <br />51, Interstate 694, and the Canadian Pacific railway. This area is used by a number of small and <br />large businesses for a variety of retail, manufacturing, distribution, warehousing, and office uses. <br />This area was largely developed between the 1950s and 1970s, though the retail area along <br />Lexington Avenue has had some new development and redevelopment in the last 15 years. This <br />area is marked as an area of possible redevelopment in 2040. <br />2. History of the Subject Property <br />In 2021, the City reviewed a request from Launch Properties for redevelopment of this site to <br />construct an Aldi and two-tenant retail building on August 19, 2021 (PC 21-019). At their meeting <br />on September 8, 2021, the Planning Commission held a public hearing and voted to recommend <br />approval of Planning Case 21-019 with conditions at the Subject Property for a Preliminary Plat, <br />Final Plat, Master Planned Unit Development, and Site Plan Review. At their October 11, 2021 <br />meeting, the City Council voted to deny Planning Case 21-019. <br />The following year on July 25, 2022, City Council reviewed a second application from Launch <br />Properties and approved Planning Case 22-012 for a Preliminary Plat, Final Plat, Master Planned <br />Unit Development, Final Planned Unit Development, Conditional Use Permit, and Site Plan <br />Review. The project scope included redevelopment of the parcels with two separate one-story <br />buildings, one approximate 4,900 square foot drive-through for a carwash and one 8,950 square <br />foot multi-tenant retail building. On January 9, 2023, the City granted a 180-day extension to <br />Launch Properties to record the Final Plat with Ramsey County. Launch Properties did not record <br />the Final Plat and has not acted on any of the Conditions for Approval of the Master Planned Unit <br />Development, Final Planned Unit Development, Conditional Use Permit, and Site Plan Review. <br />Therefore, Planning Case 22-012 has expired since one year has lapsed from the approval. <br />Approvals <br />1. Planned Unit Development <br />A Planned Unit Development (PUD) is required for all new development and redevelopment in <br />the B-3 District. In addition, a PUD would allow for performance standard flexibility. This <br />proposal involves both the initial Master Plan PUD and the Final PUD for Phase I for the <br />Exterior Carwash. Under the PUD Master Plan, the Applicant should provide details for each <br />stage of development, but would be required to seek the PUD Final Plan approval of Phase II at <br />the time of future development for the Interior Carwash. The Applicant has included an “Interim <br />Site Plan” for improvements to be installed upon approval of the Master and Final PUD for <br />Phase I which are part of the civil plans as Attachment D. <br />Phase I – Interim Site Plan
