Page 13 of 19 <br /> <br /> <br /> <br />The “enter/open” sign as proposed along Grey Fox Road is also shown internal on the site on the <br />parking island located after the point of sale stations (i.e. three (3) total). On this parking island, <br />the Applicant has another freestanding internally illuminated referred to as “unlimited <br />monument” that has a sign copy area of 17.81 square feet and a total sign area of 28.88 square <br />feet. The base material for this monument sign is noted to be painted aluminum. <br /> <br />Other auxiliary signage the Applicant is asking the Planning Commission to consider is located <br />on the canopy above the point of sale islands as well as signage located on the point of sale <br />islands and arm gates. These signs are all noted to be nonilluminated and under eight (8) square <br />feet. The master sign plan shows there would a quantity of eight (8) signs located around the <br />point of sale queing lanes. It should be noted that the Applicant did not include illustrations of <br />signage to be located on the arm gates, but those were shown in the photos provided by the <br />Applicant of a typical point of sale terminal. Lastly, the master sign plan includes four (4) signs <br />on plan sheet 6 that are not identified on the site plan. These are shown in the photos under the <br />canopy as part of the point of sale island, but the Appiclicant should confirm. Staff has not <br />included the signs on plan sheet 6 or arm gates in the above reference to eight (8) proposed <br />auxiliary signs. The Applicant should confirm all of their intended auxiliary signage for this site. <br /> <br />K. Wall Signs – Flexibility Requested <br />Properties in Sign District 5 are allowed wall signs up to 80 square feet. On the exterior carwash <br />building, the Applicant is proposing an internally illuminated 79 square foot wall sign to be located <br />on the tower on both the south and east elevations. As part of Phase II, the Applicant has included <br />that the future interior carwash building would also have a 79 square foot wall sign on the east <br />elevation. Although the Applicant would be required to submit for the Final PUD for Phase II at <br />a later date, Staff has noted this in the current signage review as a request for flexibility due to the <br />Lexington Avenue road frontage would only be allowed a cumulative of 80 square feet of wall <br />signage as a single parcel, not per building. The signage plans are shown in Attachment G. <br /> <br />L. Drive-Thru Facilities – Requirements to be Reviewed <br />Section 1325.04 of the Zoning Code lists additional requirements for the review of drive-up <br />facilities and automobile service stations. The nearest drive-up facility is the vacant former <br />Arby’s, located directly north of the Subject Property. The Applicant is proposing a drive-thru <br />component as part of the carwash design. The Planning Commission as part of the land use <br />application review shall require the following conditions to be met in determining site suitability <br />for a drive-up windows and automobile service stations: <br /> <br />A. The operation consists of one or more drive-up windows and is an integral part of a building <br />containing one or more other allowed uses, or the operation is part of an architecturally <br />unified complex containing two or more businesses using drive-up windows. <br />B. Shared access drives and shared parking are utilized by all such businesses using drive-up <br />windows in said building or complex. <br />C. Only one building or architecturally unified complex containing two or more businesses <br />using drive-up windows will be allowed in addition to one freestanding business using a <br />drive-up window. <br />D. The architecture and the site, grading, circulation, landscaping, screening and signage plans <br />shall unify the appearance and function of the complex or building. <br />E. An architecturally unified complex may consist of one or more buildings on one or more <br />parcels if the intent of providing a unified appearance and function is not compromised.
