AGENDA ITEM — 3D <br />'It <br />,ARZEN HILLS <br />MEMORANDUM <br />DATE: December 18, 2023 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Dave Perrault, City Administrator <br />SUBJECT: Preliminary Rice Creek Commons/TCAAP Commercial Zoning Discussion <br />Budgeted Amount: Actual Amount: Funding Source: <br />N/A N/A N/A <br />For Council Consideration <br />Council should consider providing further direction on zoning for Rice Creek Commons <br />commercial areas. <br />Background <br />At a recent Council meeting, the City Council requested Staff bring back a discussion on Rice <br />Creek Commons commercial zoning, specifically to look at the areas west of the spine road. This <br />was in -light of the recent developer proposal to increase the density from 1,460 to 1,960 housing <br />units. While the density change has not yet been approved, Council may want to consider <br />modifications to the commercial zoning regardless of any density changes or as a result of <br />anticipated zoning changes. This discussion is intended to be preliminary in nature, and following <br />Council feedback Staff can bring back for future discussion requested changes for consideration. <br />For background, the approved zoning map (Attachment A) and developer proposed zoning map <br />(Attachment B) are attached. Council will want to focus on the commercial areas along the west <br />side of the Spine Road, which include Mixed Use Retail (in red), Office Mixed Use (in dark blue) <br />and Flex Business (in light blue). Council will also find the schedule of permitted uses for each <br />zoning category in Attachment C along with the additional use criteria. <br />Council should review the allowed uses in each district and provide direction on what it does not <br />feel is the right fit for that particular district or if it wants to add additional criteria. That said, two <br />common themes were raised when this was brought forward, those were warehousing in the Flex <br />Office and the possibility of a big box retailer in the Retail Mixed -Use. It should be noted that <br />warehousing in Flex Office is only allowed as an accessory use to manufacturing and processing <br />Page 1 of 2 <br />
