NEW BUISNESS – 5E <br /> <br /> <br /> <br /> <br /> <br /> <br />MEMORANDUM <br /> <br />DATE: November 14, 2023 <br /> <br />TO: Parks, Trails and Recreation Committee <br /> <br />FROM: Kerri Seemann <br /> <br />SUBJECT: Noxious Weeds <br /> <br /> <br />Background <br /> <br />I joined the PTRC because I was tired of watching our parks being over-run with invasive species <br />and wanted to find a way to help. I’ve been tackling the garlic mustard in our parks for two years <br />with very little help. This past year, I spent 42 hours pulling garlic mustard in Hazelnut Park during <br />May and June (with Public Works collecting the piles). That still wasn’t enough to get it all and I <br />didn’t have time to weed in any of the other parks, which means that the garlic mustard problem <br />will be even worse in the coming years. (A single missed plant can easily create a dense infestation <br />within about five feet of that plant.) <br /> <br /> <br /> <br />The city has a policy stating that "All noxious weeds upon public or private property in excess <br />of eight inches are prohibited." <br /> <br />Looking at the state’s noxious weed list <br />(https://www.mda.state.mn.us/plants-insects/minnesota-noxious-weed-list), there are four <br />different categories of noxious weeds and our city has plants in three of those categories. <br /> <br />State Prohibited Noxious Weeds <br />● Prohibited Eradicate <br />● Prohibited Control - “The ‘prohibited-control noxious weeds’ category includes noxious weeds <br />that must be controlled on all lands within the state. At a minimum, these species must be controlled <br />in a way that prevents spread of these species by seed or vegetative means.” <br />○ Canada Thistle <br />○ Purple Loosestrife <br />○ Spotted Knapweed <br /> <br />Restricted Noxious Weeds
