ARDEN HILLS PLANNING COMMISSION – December 6, 2023 16 <br /> <br />Community Development Director Jagoe asked if the Commission was attempting to add <br />language to the TRC, or was the Commission asking the City Council to pass comments onto the <br />JDA for their consideration. <br /> <br />Commissioner Weber stated he believed the Commission was offering comments for the JDA <br />to consider because this was the only time the Commission would be able to offer comments or <br />suggestions on this topic. <br /> <br />Chair Vijums concurred. <br /> <br />Commissioner Collins urged the Commission to not get too expansive with its comments. He <br />believed the sound and air quality concerns rise to the level of an amendment, but beyond that he <br />did not see the need for further amendments. <br /> <br />Commissioner Weber offered that a new AUAR would be completed in 2024. <br /> <br />Chair Vijums stated he would like the JDA to pursue a traffic study and to consider alternative <br />traffic routes within the development and for this information to come back to the Planning <br />Commission. He offered that this could be added as a condition rather than an amendment to the <br />proposed language. <br /> <br />Community Development Director Jagoe stated a traffic study if it were made a condition of <br />approval would be noted and provided the City Council with this guidance after speaking with <br />the City Attorney on next steps. She stated she didn’t want to speak for the developer, but noted <br />the developer was mindful of the comments the Planning Commission has made regarding noise. <br />She commented further on how items would be reviewed and considered by the JDA. <br /> <br />Commissioner Bjorklund asked if future housing developments would address air quality, <br />noise, and traffic congestion during the development review process. <br /> <br />Community Development Director Jagoe stated review of TCAAP development would by the <br />JDA or Planning Commission and would be similar to other land use applications for <br />development within the city. <br /> <br />Discussion was had about how future developments in Rice Creek Commons would be reviewed <br />and the role of the Planning Commission in the review of such developments. <br /> <br />Commissioner Weber stated he would like to move approval of comp plan amendments and <br />rezonings with no conditions. <br /> <br />Commissioner Weber moved and Commissioner Bjorklund seconded a motion to <br />recommend approval of Planning Case 23-021 for the Comprehensive Plan Amendments to <br />Chapter 6, Zoning Code Amendment to Chapter 13, Section 1380 – TCAAP <br />Redevelopment Code, and Rezoning of Southwest area from Flex Office to Neighborhood <br />Residential Zoning Districts, based on the findings of fact and materials as presented in the <br />December 6, 2023 report to the Planning Commission. <br />
