Quarterly Special Assessments for Delinquent Utilities <br /> City Administrator Perrault stated water customers whose accounts are 90 days past due were <br /> informed that the City intends to certify delinquent charges to Ramsey County to be collected with <br /> property taxes. These customers have the right to a hearing in front of the City Council to discuss <br /> this matter prior to certification. <br /> Mayor Grant opened the public hearing at 7:42 p.m. <br /> With no one coming forward to speak, Mayor Grant closed the public hearing at 7:43 p.m. <br /> B. Planning Case 23-018 — Zoning Code Amendment — Ground-Mounted Solar <br /> Energy Systems In Residential Zoning Districts <br /> Community Development Director Jagoe stated in February 2023, Alatus LLC proposed an <br /> amendment to allow for the conditional use of solar energy systems within the Conservation <br /> District. Alatus's proposal established a definition for Solar Energy Systems and added Solar <br /> Energy Systems as a Land Use Category in the Land Use Chart for the Conservation District as <br />
