MEETING MINUTES <br /> CITY COUNCIL WORKSESSION <br /> MONDAY, OCTOBER 15, 2001 <br /> 4:45 P.M. - CITY HALL, 4364 WEST ROUND LAKE ROAD <br /> CALL TO ORDER <br /> MaYQr Probst called the meeting tQ order at 4:52 p.m. Councilmembers present <br /> were Beverly Aplikowski; Gregg Larson; and Lois Rem. CQuncilmember Grant <br /> arrived at 5:02 p.m. <br /> Staff present included City Administrator, Joe Lynch; Parks & Recreation and <br /> Interim Public Works Director, Tom Moore; City Planner, Aaron Parrish; <br /> Planning Consultant, Mike Cronin; and Recording Secretary, Sheila Stowell. <br /> QUARTERLY WRITTEN DEPARTMENT REPORTS <br /> Staff responded to several questiQns of Council regarding third quarter department <br /> reports. <br /> Questions included the status of the Customer Service Representative II positiQn <br /> (LarsQn); the need for cancellation ofvariQus recreation program classes due to <br /> . the unavailability of the Army Reserve Center (Probst); and congratulatiQns to <br /> Terry PQst on his appointment to the Executive Board of the Minnesota <br /> Government Finance Officer's Association (Larson). <br /> PLANNING/ZONING AND CODE ENFORCEMENT <br /> Case #01-23. Si2:n Ordinance. City of Arden Hills <br /> Planning Consultant, Mike CrQnin, provided a brief overview of the Sign <br /> Ordinance W Qrking Group, and subsequent Planning CQmmission, <br /> recommendations fQr a new sign code for the City. An existing sign inventory <br /> was provided. <br /> Discussion items included the need for exemption for religious symbols or works <br /> of art that don't contain a commercial message and their granted zoning through a <br /> Special Use Permit in residential areas; Section "X" regarding sign standard <br /> adjustments with revised wording to clarify the criteria; bus benches; code <br /> enforcement related tQ existing signage that needs remQdeled or replaced; <br /> inclusion of a permitting section in the sign ordinance; and public notice and <br /> process for implementation. <br /> Staff was directed to make the required revisions as discussed; inclusion as an <br /> appendice to the new City CQde; and was further directed to bring the document <br /> . forward in its final form to the November 13, 2001 regular City Council meeting. <br />
