<br /> ARDEN HILLS CITY COUNCIL WORKSESSION - OCTOBER 15, 2001 3 <br /> . Staff was directed to provide a date specific process schedule, affiliated costs for <br /> various options for adoption at the October 29,2001 regular City Council <br /> meeting. <br /> National Lea2:ue of Cities. Membership Renewal <br /> It was the CQnsensus of the City CQuncil not to renew the annual membership in <br /> this organization. <br /> City Hall Use Policy <br /> Councilmembers referenced the City Hall Building Usage staff memorandum <br /> dated September 12, 2001 regarding the City Council developing a policy for <br /> building usage at the new facility. <br /> Discussion items included operating rules; a moratorium on rentals until City <br /> needs in the new facility were assessed; increased janitorial needs; and security <br /> deposits or cleaning requirements for those groups using the facility. <br /> Staff was directed to further develop a use policy for Council review and <br /> consideratiQn; to apply a two Qr three mQnth moratorium on outside use of the <br /> building while we are getting acclimated and determining needs; and to infQrm <br /> those parties making requests that we are still in the policy development stage. <br /> . Councilmember Rem left the meeting at approximately 7:35 p.m. <br /> Operations and Maintenance Superintendent Position <br /> City Administrator Lynch presented a staff memorandum dated OctQber 12,2001 <br /> regarding a proposed Maintenance and Operations Superintendent PQsitiQn, with long- <br /> time employee and current Public Works Foreman Jim Perron, under consideration for <br /> this newly created position. <br /> Discussion items included where to set the salary level; mQving frQm non-exempt to <br /> exempt status and change from a bargaining unit to a nQn-bargaining unit emplQyee. It <br /> was the consensus of the Council that they would like more infQrmatiQn regarding how <br /> this position relates tQ the Qverall reorganization. <br /> Staff was directed to provide this new organizational chart at the November 19, 2001 <br /> Worksession. <br /> Council and staff discussed the pending Pay Equity Study being performed by Labor <br /> Relations Associates, which is tentatively scheduled tQ be available by the November <br /> W orksession for Council review and comment. <br /> . <br />
