<br /> ARDEN HILLS CITY COUNCIL - OCTOBER 29,2001 II <br /> Mayor Probst adjourned the meeting for a five-minute recess at 9:44 p.m. <br />. Mayor Probst reconvened the session at 9:51 p.m. <br /> Mr. Kjersten requested that the matter be on the agenda for the November 19,2001 worksession. <br /> He stated he would use his best efforts to get the staking and the tree inventory done. He noted <br /> he would like everyone to come out at one time so they could explain the staking. <br /> Mayor Probst stated Mr. Kjersten should work with staff to try to schedule a meeting on the site. <br /> 4. Case #01-15, City of Arden Hills, Flood Plain Ordinance. <br /> Mr. Parrish explained this ordinance was part of the ongoing effort to pick up the loose ends of <br /> the codification process. He stated this ordinance would be attached as an appendix to <br /> forthcoming codification. He noted the two changes recommended by the City Attorney. He <br /> added the city had always had flood plain regulations. <br /> MOTION: Councilmember Larson moved and Councilmember Aplikowski seconded a <br /> motion to approve the first reading of the Ordinance #331, adopting flood plain <br /> management standards within the City of Arden Hills, as recommended by Staff. <br /> The motion carried unanimously (5-0). <br /> 5. Res. #01-22, Resolution Electing to Continue Participation in the local <br />. Housing Incentives Account Program Under the Metropolitan Livable <br /> Communities Act, Calendar Year 2002 <br /> Councilmember Rem asked for clarification on what the benefits are to the city. She stated she <br /> wanted a better sense of where the livable communities program fits in with the City's <br /> Comprehensive Plan. She noted this was especially of concern now the city was considering <br /> some multi-family structures. She added some residents had difficulty with anything other than <br /> single family, detached residential units going into Arden Hills. She questioned what the <br /> commitment was. Mayor Probst responded there are some minor funding issues that the city <br /> remains eligible for by participating in this program. He stated there has been an annual action to <br /> keep the city eligible for those funds. <br /> Mr. Parrish stated this program was established by legislation five years ago. He noted instead of <br /> penalties for not meeting the goals, the legislation has provided incentives. He added that as the <br /> Metropolitan Council has evolved, transportation funding also became involved. He stated this <br /> area is becoming more complex. He noted there were no specific requirements to meet these <br /> goals. He added the Council does monitor the city's progress. He stated the city does receive <br /> some funding from the Metropolitan Council through its participation in the I-35W Corridor <br /> Coalition. <br /> Mr. Lynch stated the city receives directly about $1,600 on an annual basis. <br />. Mayor Probst stated he thought the grant money, which paid for the Comprehensive plan, was <br /> tied to this program. <br />
