Commission felt this was probably the highest and best use given previous development <br /> scenanos. <br /> Councilmember Grant stated they need to remove Bethel College as an issue in the consideration. <br /> He noted this parcel was a gateway to the community. He asked if this type of development was <br /> what the Council wanted on the site. He stated the issue was how it fits and looks on the <br /> property. He noted he was not sure from the plans provided how this would work. He added <br /> aesthetics would be key given the location. He stated traffic was also a concern. He noted there <br /> were mature trees on the site and it was not clear if those trees would remain. <br /> Councilmember Aplikowski asked if the property had been staked out. Mr. Kjersten responded it <br /> could be done. <br /> Mayor Probst stated he was supportive of seeing something there. He noted he was struggling <br /> with the fact that this parcel was zoned two years ago as a Neighborhood Business District. He <br /> added he was prepared to look at another option if he thought it was better. He stated he felt that <br /> ten pounds were being put in a five pound container. He noted he appreciated the comments <br /> about the existing trees, but could not tell if they were accurate. He added he would have to see <br /> an existing tree inventory and what trees would be eliminated. He stated he was concerned the <br /> building area was too much for the parcel. He noted he would like further discussion on what <br /> might fit on the property. He added this might be too many units for that property. He stated he <br />. could not support the proposal tonight because it was not clear how the plan fits the property. <br /> Councilmember Larson stated when he looked at the building plan, Bethel College did affect it. <br /> He noted there was a larger runoff area because it was accommodating students with more cars. <br /> He added the fact that it was student housing would have an affect. He stated he was not <br /> convinced this building would ever be used for anything besides Bethel College housing. He <br /> noted it was very possible it would remain student housing. <br /> Councilmember Aplikowski stated the main issue was whether they wanted to change the zoning <br /> from neighborhood business to residential. <br /> Mayor Probst stated this required four votes and he did not feel there were four votes. He asked <br /> the applicant how he felt about more time for the Council to receive additional information. Mr. <br /> Kjersten responded timing was a huge issue. He stated quantifying the amount of time needed <br /> would help them answer the question. <br /> Mayor Probst stated it would be a function of how quickly the applicant could put information in <br /> front of the Council. Mr. Kjersten responded it would only take a week to do a tree inventory <br /> and stake the building. <br /> Mayor Probst stated there was a worksession in three weeks. <br />. Councilmember Larson stated a professional analysis of the traffic impact would be helpful. <br /> Mr. Kjersten stated a traffic study would be at least a month out. <br />
