CITY OF ARDEN HILLS <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION NO.2024-006 <br />RESOLUTION APPROVING 2040 COMPREHENSIVE PLAN <br />AMENDMENTS TO CHAPTER 6, LAND USE AND APPENDIX G <br />(TCAAP Outlot C, Arden Hills, MN) <br />(Planning Case #23-021) <br />WHEREAS, on October 2, 2023, the Joint Development Authority ("JDA") who is the <br />joint governing entity of the TCAAP site requested both the City and County proceed with <br />consideration of the necessary TRC and Comprehensive Plan Amendments for increasing <br />density from 1,460 units up to 1,960 units; and <br />WHEREAS, on November 2, 2023, the City of Arden Hills ("City") discussed and <br />directed staff to bring forward the proposed Comprehensive Plan amendments to Chapter 6, <br />Land Use and Appendix G; and <br />WHEREAS, the Arden Hills 2040 Comprehensive Plan designates the future land use for <br />the TCAAP property and legally described on Exhibit A ("Subject Property") as FO, Flex Office <br />and NR, Neighborhood Residential; and <br />WHEREAS, the City has requested a Comprehensive Plan Amendment to separate the <br />NR-3 and NR-4 subcategories in order to delineate the acreage and development intensity of future <br />development that is guided towards medium to high density residential land uses specific to the <br />two areas in Town Center South and the proposed Southwest Neighborhood; and <br />WHEREAS, the City has requested a Comprehensive Plan Amendment to guide future <br />development of the NR-4 subcategory at a density of five (5) to twenty-one (21) units per acre <br />consistent with existing policies to construct new development at an average density of at least <br />five (5) residential units per net residential acre; and <br />WHEREAS, the City has requested a Comprehensive Plan Map Amendment to change <br />the future land use designation in Town Center North and South of the Subject Property to reflect <br />18.7 acres as NR-3 and 8.7 acres as NR-4; and <br />WHEREAS, the City has requested a Comprehensive Plan Map Amendment to change <br />the future land use designation in the southwest corner of the Subject Property to reflect 21 acres <br />as NR-3 and 11.4 acres as NR-4; and <br />WHEREAS, the 9.5 acres of land on the Subject Property in the southwest corner would <br />remain guided as FO, Flex Office; and <br />222473v2 <br />
